To run a private security agency in UP, you need a PSARA License first. Without it, you cannot legally deploy guards, sign security contracts, or bid for tenders. We handle the entire registration end to end.

PSARA stands for the Private Security Agencies Regulation Act, 2005 — the central law that controls how private security agencies operate in India. Every state follows this law with its own rules. In Uttar Pradesh, the state rules are the UP Private Security Agencies (Regulation) Rules, 2009.
The PSARA License is the legal permission you need to run a private security agency. It is also called the Private Security Agency License or PSARA Registration. The licence is issued by the Controlling Authority of the state, which works under the Home Department in Uttar Pradesh.
In Uttar Pradesh, the Controlling Authority checks your application, reviews your documents, conducts background verification of the directors and Principal Officer, supervises police verification, examines your training MoU, and only then issues the licence.
In UP, you can apply for the licence at three different levels. The level you choose determines the government fee and the area where you can legally operate — one district, up to five districts, or the entire state.
Most applicants plan their licence coverage according to their business goals for the next three to five years, to avoid future delays and repeated compliance procedures.
The government fee depends on the coverage area you select for your security agency operations. Choose the correct coverage from the start — expanding later may require a fresh application and re-verification.
| Coverage Area in UP | Government Fee |
|---|---|
| Entire State of Uttar PradeshOperate anywhere in UP | ₹25,000 |
| Up to Five DistrictsRegional coverage | ₹10,000 |
| One District OnlySingle-district agency | ₹5,000 |
This covers only the official government fee. Depending on your setup, you may also need:
Once you share complete business details, we calculate the total estimated cost in advance so there is complete clarity on expenses — no surprises later.
The Act allows most business types to apply, but bars certain individuals. Knowing this on day one prevents a wasted application.
Every PSARA application needs a Principal Officer — the person who runs the agency on the ground and answers to the authorities. The Controlling Authority looks at the Principal Officer's background as carefully as the firm's documents.
The application goes through the state PSARA portal and the Controlling Authority. Here is exactly how the process works when you apply with us.
We check your business documents first — PAN, Aadhaar, GST, business registration and Principal Officer documents — and tell you what is missing or needs correction.
If your firm is not yet incorporated, we register it — company, LLP, partnership or proprietorship — and get GST and Shop & Establishment registration in place.
We help you sign the MoU with a recognised security training institute that the state actually accepts for PSARA.
We prepare the Principal Officer's documents — identity proof, qualifications, experience certificates and the antecedent verification application.
We file the PSARA application on the UP state portal with all supporting documents, and submit hard copies wherever physical filing is needed.
Form-I is submitted for verification of all key persons. We follow up with the police station and the special branch.
The Controlling Authority reviews your file. If they want a clarification or hearing, we prepare you and represent the file.
Once cleared, the PSARA License is issued in Form-V under the UP rules. It stays valid for five years.
The exact list changes a little based on your business type, but the core set is the same. Keep these ready before you start.
Your exact checklist depends on your business type and coverage area. Share your details and we'll send a personalised document list.
Get My Checklist →You cannot run a security agency under PSARA without trained guards. To prove you will train them properly, you must sign a Memorandum of Understanding with a government-recognised security training institute — and it must be in place when you apply.
The rules expect three types of training:
Police verification is the stage where most self-filed PSARA applications get held up. The Act requires verification of every key person — the proprietor, all partners, all directors, and the Principal Officer.
In UP, the process starts with Form-I submission. After that, the local police station and the special branch run a background check on each person — criminal records, address verification, character, and any links with banned outfits.
We're based in Lucknow with a second office in Gurugram. PSARA licensing is one of our core services — fresh applications, renewals, modifications and rejected-file recovery.
Beyond PSARA, we handle the full stack of government registrations and tender filing — so when your security business needs something else later, you don't have to find a different consultant.
The PSARA License in UP is valid for five years from the date it is issued. After that, you must apply for renewal to keep operating. The UP rules say renewal must be filed at least forty five days before the licence expires.
We tell our clients to start renewal three months before expiry — enough time for fresh police verification, an updated MoU, and any departmental queries. The renewal is filed in Form-VII with updated documents.
If you let it expire, the department often treats it as a fresh application — a new inspection, new police verification, and several months of business disruption. Renew on time.
After working on hundreds of PSARA files in UP, we see the same mistakes repeat. A consultant catches all of this on day one — a self-filed application finds out only when the Authority points it out, adding weeks or months.
The legal right to deploy guards and sign security contracts anywhere in your covered area.
Eligibility to bid for security tenders from central ministries, state departments, PSUs, banks, hospitals and educational institutions.
Trust with corporate clients who only hire from PSARA-licensed agencies.
A foundation to add armed guards, electronic surveillance, event security and bouncer deployment later.
We work with clients across all major cities of Uttar Pradesh. Each city has its own commissionerate and thana culture, which affects how fast a file moves — and we know each one.
